TOMO records are not something you write. They are something that gets made for you.
The mechanism is simple. TOMO checks in with the worker. The worker replies that they are having trouble. The AI starts the consultation and it is completed. At that moment, a consultation record is generated automatically.
Why does this chain matter? For a registered support organization, having zero consultation records is a dangerous state. Immigration may suspect that you have no system for receiving consultations, which makes an on-site inspection more likely. As long as check-ins continue, consultation records build up naturally, so TOMO structurally avoids that zero.
