Everyone, every month.
Every worker gets a "How are you doing?" message once a month, in their own language. Workers who recently arrived in Japan (within 90 days of joining) get one every two weeks.
Each check-in can include a tip on how to use TOMO, such as finding facilities or sorting garbage. Checking in and teaching how to use TOMO happen at the same time, so contact with workers grows naturally.
Every check-in shows workers something else TOMO can do, which also makes it easier for them to start a consultation on their own.

On top of regular check-ins, TOMO automatically sends individual check-ins when any of seven conditions is met.

TOMO is already on it, before staff start wondering how someone has been lately.
Too many check-ins backfire. TOMO has sending limits.
Workers who recently arrived in Japan get slightly more, and everyone else gets fewer. A monthly sending limit is set, and when several signals fall on the same day, only the highest-priority one is sent.
Keep the right distance, and still reach the people who need it at the right time.

One tap starts a consultation
A check-in becomes the start of a consultation.
Each check-in message comes with three buttons.
"I'm fine," "I need help," or "I want to talk."
Workers just pick a button. No typing needed.
If a worker picks "I need help," the AI consultation starts automatically. If they pick "I want to talk," the conversation begins in a more attentive, listening tone than usual.
A check-in leads to a consultation, and the consultation becomes a record. This loop is the core of TOMO.
If no button is pressed within a set time, the check-in closes automatically and is recorded as "no response." If there is no response repeatedly, a notice for staff appears on the dashboard.
